The Democratic Republic of Congo (DRC) and the Republic of Rwanda signed a peace agreement on Friday, June 27, in Washington, D.C., marking a significant step toward restoring stability in the region.
The accord was signed by Foreign Ministers Olivier Nduhungirehe of Rwanda and Thérèse Kayikwamba Wagner of the DRC, in the presence of U.S. Secretary of State Marco Rubio as a witness.
Speaking at the signing ceremony, Minister Nduhungirehe, expressed sincere appreciation to President Donald Trump for his personal engagement in facilitating this historic agreement.
He also extended gratitude to the Secretary of State Marco Rubio, Special Advisor Massad Boulos and the entire State Department team.
“Your dedication has been indispensable. This agreement is the product of a mass of coordinated efforts by multiple actors.”
The deal follows years of strained relations: Kinshasa accuses Kigali of backing the M23 rebels in Goma and Bukavu, while Rwanda insists the DRC must tackle the FDLR, a group tied to the 1994 genocide, without dragging Rwanda into its internal affairs.
U.S. Secretary of State Marco Rubio, who witnessed the signing, called the accord “a critical step toward lasting stability,” praising U.S., African Union and Qatari mediation especially the work of envoy Massad Boulos.
He added that beyond ending hostilities, the pact aims to spur economic growth, cross‑border cooperation and family reunification, with American businesses poised to help unlock the region’s potential.
