President Kagame Appoints Dr. Justin Nsengiyumva as Rwanda’s New Prime Minister. - EAUR Magazine

President Paul Kagame has today 23rd July 2025 appointed Dr. Justin Nsengiyumva as the new Prime Minister, replacing Dr. Edouard Ngirente, who has served in the role since August 30, 2017.

Dr. Nsengiyumva brings extensive experience in both national and international economic governance. He holds a PhD in Economics from the University of Leicester in England and a Master’s degree from the University of Nairobi.

In a message shared shortly on X after his appointment, Dr. Justin Nsengiyumva expressed his gratitude to the President Kagame for His trust.

“Thank you, Your Excellency Paul Kagame, for your trust and confidence once again. I am deeply honored, humbled, and grateful,” he said. “I pledge to serve you and Rwanda with humility and dedication under your leadership and guidance. I fully embrace the responsibility entrusted to me and remain committed to advancing our national priorities with integrity and purpose. I will give all I have in me to help you achieve your great vision for this country. Thank you so much.”

Before his appointment, Dr. Nsengiyumva served as Deputy Governor of the National Bank of Rwanda (BNR) since February 2025. Prior to that, he worked in the United Kingdom, where he served as Chief Economic Adviser to the UK Government’s Office for the Management and Development of Infrastructure, overseeing sectors such as railways and highways since 2016. He also worked with the UK Social Security Office.

Earlier in his career, Dr. Nsengiyumva served in Rwanda as the Permanent Secretary in the Ministry of Education, prior to his relocation abroad. Contrary to some reports, he did not serve in the Ministry of Trade and Industry.

Outgoing Prime Minister Dr. Edouard Ngirente was first appointed in 2017 and reappointed in 2024 following the presidential elections. During his eight-year tenure, Dr. Ngirente led several impactful initiatives focused on economic growth, infrastructure reform, education quality improvement, tourism development, and national recovery efforts during and after the COVID-19 pandemic.

President Kagame’s appointment of Dr. Nsengiyumva marks a new chapter in Rwanda’s executive leadership, with expectations high for continued economic transformation and institutional efficiency.
